As part of the campaign to prevent the continued closure of local authority family planning clinics it was decided to update a report produced by P E P (which was later PSI): "The Costs and Benefits of Family Planning: A Study of the financial implications for the public authorities responsible for the health and welfare services" by W. A. Laing, February 1972. The updated report was aimed at Health Ministers, civil servants, financial planners and administrators of RHAs and DHAs and NHS doctors.

P E P (Political and Economic Planning) was an independent non-party organisation, acting as a bridge between research and policy making in government, social services and industry. In 1978 PEP merged with the Centre for the Study of Social Policy (CSSP), and became the Policy Studies Institute (PSI).
