McCowan's belief in early diagnosis and treatment, the first adult outpatient clinic, run by Crichton Royal Hospital staff, was opened at Dumfries Royal Infirmary in 1942. This was followed by the opening of a Child Guidance Clinic in Dumfries. In 1946 adult Out-patient Clinics were opened in Castle Douglas and Annan and a Child Guidance Clinic in Castle Douglas. Further clinics opened across the region in Stranraer, Kirkconnel and Langholm.
