Introduction: "In this report we summarise the assistance which we have given you in the Veterinary and Agricultural Division as part of our overall assignment with The Wellcome Foundation Limited. The salient features of our report were discussed with Mr A A Gray on 21 December [1967] and were agreed by him."

Issued by the Chairman and Managing Director with a covering memorandum (1 March, 1968): "You will notice that I have held it up for some time as I did not entirely agree with their approach to the question of what was, or was not, a reasonable growth target."
