    ASPULL, WIGAN, January jisf, i8gg. To the Chairmail and Members of the AspuU District Council. Gentlemen, I be to submit my Aimual Report for the year ending December 31st, 1898, also lists required by the Local Government Board and County Council. 291 births were registered during the year—males, 148; females, 143; giving a Ihrth rate of 32'5 per 1000 per annum. The deaths registered were 1G9 — males, 77 ; females, 92; equal to a death rate ol 18'8 per 1000 per annum. 45 were returned as under 1 year, which would be equal to an infantile death rate of 154'6 per 1000 bii-ths. The death rate i.s slightly in excess of that of the preceding 3'ear which was 18'5, and the birth rate a trifle less than in the preceding 3'ear which was 34’4; it is satisfactory however to note that the deaths under 1 j'ear are less numerous than in the two previous jmars. Glider 1 year 45 deaths were registered. Those due to the principal Zymotic diseases numbered 36, giving a Zjunotic rate of 4T) jier 1000. This increase in the Zymotic rate is largely due to the outbreaks of ileasles, all the 14 deaths due to this disease and the Bronchitis or Pneumonia which so often accompany it, were in children under 5 j-ear.s of age. 134 case.s w'ere notified under the Notitication Act—Scarlet Fever, 103; Typhoid Fever. 14; Fiysipelas. 14; Alembrauous Croup, 2; 1 liiilitheria, 1. With the exception of June, July, and August, infectious diseases have been prevalent during the wdiole year. In January, 2 deaths were due to Typhoid Fever, in Scot Lane, these w'ere clearly traced to a cesspool wdiich had evidently been constructed w'ithout the Council’s consent or knowledge; it communicated on the one side with the main sewer, and on the other side with defective di’ains leading to tlie sculleiy. Ncaily all the fatal Ty[)hoids w'ei’e traced to some defect in the sarritaiy ari'angements in amt about the dwellings, either llie back yards were filth}’, or the drainage bad, or aslipits wet. Many improvements have b*jen effected in j-egaid to privies and ashpits, but so tong as back _ya.rds and back streets remain unpaved it will be impo.ssible to grapple effectually with this fatal malady. Alost of these })laces are covered with ashes 'which retain for a long time the no.vious Tiiatters put out of-the ashpnls.
