Description

Apparently publicity for a referendum against a proposed regulation in Switzerland that would compel the isolation of people with tuberculosis. The giant hands emerge from sleeves which are marked with a white cross on a coloured ground, presumably representing the Swiss flag. The rays which fall on the victim are mixed with section marks, representing regulations and bureaucracy
