Description
The devils sit on a mountain top with their fish hooks placed inside the mouths of the three men. On their pockets are inscribed '5 p(er) cent' and 'a scheme'. Among the crowd below sits Britannia who weeps into a handkerchief. Fortune lies on the ground beside her wheel of fortune, symbol of inconstancy. Minerva stands on the right holding her spear, her shield lies on the ground. On the left, two figures liaise over a bale of wheat. An army stand on the far left in the distance
