William Waldegrave Palmer, second earl of Selborne. Liberal Member of Parliament for the Eastern or Petersfield division of Hampshire 1885-1892 and for Edinburgh 1892-1895. In the House of Lords, Under-secretary of state for the colonies 1895-1900, and subsequently held office as first lord of the Admiralty, as governor of the Transvaal and the Orange River Colony, and as high commissioner for South Africa
