Succeeded to the peerage as Lord Tweedmouth, 1894; Lord Privy Seal and chancellor of the duchy of Lancaster, 1894-1895. First lord of the Admiralty, 1908, and author of "The Tweedmouth letter" in which he revealed British naval estimates to Kaiser Wilhelm II. Portrayed holding a furled umbrella
