    Some difficulties which arose in the admission and dis¬ charge of Patients, induced the Governors, to lay down upon this head, a definite Regulation, which should secure punctu¬ ality of payment, and facility of removal when necessary. It is gratifying to remark that every inconvenience on these points has been effectually obviated ) and that the arrears, which formerly embarrassed the accounts, have almost wholly disappeared. The Governors will receive with the present Report a consolidated series of the Regulations, made by the Boards from time to time, as occasions arose since the opening of the Establishment \ a Committee having been appointed to examine the Books for this purpose, and to arrange the whole in a digested collection, preserving the meaning of the original minutes. A system of this kind not formed on a preconceived plan, but the natural result of experience, offers many advantages and many principles, which could not gugo'cst themselves at the opening of an Institution.
