    the welfare of the Patients and. reputation of the Phyfician and Surgeon fo materially depend, it feems reafonable, that fome communication fhould take place betwixt thefe Fun6lionaries and the Ma- nagers, when the former happen not to rank in the hit of Directors. In this lad inftance, your Com- mittee are of opinion, that the Phyfician or Sur- geon ought ever to be prefent when his refpe6tive Clerk falls to be chofen, that in cafe he may have anv thing to fugged, he may have an opportunity of fladng it to the Electors. 3d, It is further propofed, regarding Phyficians* and Surgeons' Clerks, that none be admitted to ^ thefe ornces, unlefs they produce certificates of their having attended, either here or in fome other Medical School, the clalfes of Anatomy, Practice, Chemiilry, and Materia Medina; and that candi- dates for the office of Surgeon's Clerk mull like- wife have aded in fome public Hcfpital, for fix months, as Dreifers: 4th. That the Phyfician's Clerk fliould not, as matter of courfe, become Surgeon's Clerk on the firft vacancy, though, if he has behaved well in his former capacity, the Mar.a- gers will be naturally difpofed to give his claims fome preference over thofe of others. The purport of the firfl of thefe fuggeflions is, that the houfe may always command the fervices of thofe among the Students who have made far- thefl advancement in their lludies, and are there- fore the moft hkely to fill with ability the offices entrufted to their charge.
